Chapter 12 of 12

Insurance and collisions

Protect people first, exchange the right information, and meet the separate reporting duties after a crash.

After impact, the scene becomes loud and confusing. The safest driver does not improvise a legal checklist from memory. Stop. Protect people. Call for help. Exchange facts. Then complete each reporting duty on its own clock.

Stopping distance is the last useful margin before aftermath begins. This model separates response time from braking so you can see how quickly that margin disappears.

Physics lab

Build a stopping-distance estimate

Separate the distance traveled before braking from the distance traveled while braking.

Response 0 ft Braking 0 ft Total estimate 0 ft Current speed 0 mph

Adjust the assumptions, then run the estimate.

Educational physics model: It uses constant speed during the selected response delay and constant deceleration after braking begins. It does not predict a specific car, tire, road, slope, weather condition, or driver.

Financial responsibility travels with the vehicle

California requires evidence of financial responsibility. For most drivers, that means liability insurance. Keep valid proof available and present it when the law requires, including after a collision and during a traffic stop.

The statutory minimum liability amounts are $30,000 source for injury or death to one person, $60,000 for injury or death to more than one person in one collision, and $15,000 for property damage. These are legal minimums, not a personalized recommendation about enough coverage. A serious loss can exceed them.

The California Driver Handbook insurance chapter and Vehicle Code section 16056 give the current requirements.

What do California's statutory liability amounts represent?

Registration connects the vehicle to responsibility

Keep registration current and the address accurate. Complete required ownership-transfer and sale notices promptly. Remove or handle plates and release-of-liability paperwork as the official process directs. Do not assume handing over keys ends every duty tied to the record.

Before buying a used vehicle, compare the identification number on the vehicle with the title and records. Verify the seller's authority to transfer it. A clean transaction protects both the new owner and the person whose name would otherwise remain connected to the vehicle.

Use the current instructions from DMV for a real transfer. Forms, fees, emissions requirements, and deadlines can depend on the vehicle and transaction.

At the scene, use a human-first sequence

Stop. Leaving can turn a collision into a hit-and-run offense. Move out of traffic when the law allows and movement is safe, but do not leave the scene. Check for injuries. Call emergency services when anyone may be hurt or the scene creates an immediate danger.

Protect the area without creating another victim. Use hazard lights. Stay out of live lanes when possible. Do not stand between vehicles where another impact could crush you. Give dispatchers a clear location and describe hazards such as fire, blocked lanes, or downed wires.

Exchange the required information with the other driver or property owner: identity, current address, driver-license information, vehicle registration, and proof of financial responsibility. Record vehicle and scene details without escalating the conversation. Facts are useful. A roadside argument about fault is not.

If you strike unattended property, stop and locate the owner or leave the required written notice, then make the required report. If an animal is injured, stop safely and contact the appropriate authority. Do not leave an injured animal in traffic.

After a collision with possible injuries, what comes before debating fault?

One collision can create several reports

Do not confuse an emergency call, a law-enforcement report, an insurance claim, and the official collision form. They serve different purposes.

When a collision causes injury or death, the driver must report it to law enforcement within 24 hours source if the required report has not otherwise been made. A separate report to DMV is due within 10 days source when anyone is injured or killed, or when property damage exceeds $1,000 . This report is required whether or not the driver believes they caused the collision.

Notify the insurer according to the policy. Preserve accurate notes, photographs, witness information, medical records, and repair information. If facts are uncertain, say they are uncertain. Do not fill a gap in memory with a confident guess.

Check your understanding

Police came to a reportable collision. Does that automatically complete every other reporting duty?

Why the damage threshold uses 'exceeds'

The official collision-report trigger uses property damage over the stated amount. That wording matters at the boundary. In real life, early repair estimates are often incomplete, and hidden damage can raise the total. When uncertain, use the current official instructions rather than treating a roadside guess as final.

Store the checklist before you need it

Keep proof of insurance and registration accessible. Store emergency contacts. Know how to find the official collision form. Carry a way to record information without depending on a phone that may be damaged or out of power.

After a collision, watch for delayed pain or symptoms and seek medical care when needed. Stress can make injuries less obvious at the scene. For legal or insurance disputes, use qualified professional advice. This course is a study aid, not case-specific guidance.

Source trail

Responsibility continues after the vehicle stops moving. Maintain coverage and registration. At a collision, protect life before paperwork, then complete each exchange and report deliberately. You now have the full road loop: permission, rules, risk, and aftermath. Practice turns it into recall; review keeps the fragile parts from fading.
